On 8/8/2022 at approximately 19:55, after operations received a high high sump alarm a local operations personnel responded to the central manifold to find the sump overflowing. Approximately, 10 barrels of crude oil flowed into the central manifold containment area, which was already holding water. The pump was shut down and vacuum trucks were dispatched to remove the water and oil as the responders washed the oil to a collection point. A newly installed pump at central manifold was being utilized to transfer oil prior to the sump overfill. Transfer line mop is 285. Pump discharge overpressure switch was set to 305 and relief on transfer line was set at 150. The transfer line relief activated at 150 and drained line pressure and product to the sump causing the overfill. The transfer line pressure relief valve was adjusted to accommodate the line mop and prevent reoccurrence.
