On july 26, 2022, the east saint louis, missori area received historic record rainfall that resulted in subsequent flash flooding. Delivery to the east saint louis meter station was terminated and the pipeline was isolated from the 14-inch mainline at 04:40. A high sump alarm became active at 04:47, and a notification was provided from the control center to the local field representative. Due to high water levels, the local field representative was not able to access the east st. Louis station area until approximately 09:00. Upon arrival, the local field representative was assessing the flooded meter station and no visible release was present. However, it was later indicated that the station sump that was flooded could have contained some residual product based on scada data levels. The scada data level of the product in the sump was the volume that was reported as being released from the pipeline sump. An oil spill removal organization (osro) was dispatched to assist with the cleaning-up, and an aerial survey was conducted to assist with the site assessment.
