On 07/19/22 at 18:08, the control center received an initial line imbalance alarm. Controller made downstream adjustments to pumps believing that the alarm may be due to downstream suction. Controller then contacted alarm team which believed there could potentially be meter issues on the system. At 20:03, the controller shut down the line down and contacted field operations. At 20:40, the control center received a call from the landowner reporting a possible leak and the controller again contacted field operations to dispatch someone to the area to investigate. At 22:46, local operations personnel arrived onsite and confirmed a leak between alanreed and mcclellan pump stations and then proceeded to close valves to isolate the leak area. At 00:08 ct nrc was notified (report no. 1341998) due to anticipated total costs exceeding $50,000. Approximately 83 barrels of crude oil was released. Cleanup and repair crews were mobilized to begin remediation and repair efforts. It was determined that the landowner was cultivating the field earlier that day on 7/19/22 using a tractor with discs and struck the line causing the release. Measured depth at the strike was approximately 6-inches due to erosion. A plidco clamp was applied to control the release of crude oil while cleanup efforts continued. As a permanent repair and to address the shallow cover in this area to prevent a recurrence, approximately 120 feet of pipe was cut out and replaced and approximately 900 feet of the pipeline was lowered achieving approximately 36-40 inches of cover. The exposed pipeline is also being recoated. On 7/22/22 at approximately 12:30, the line was restarted. Supplemental report: part g accident cause updated to excavation damage by third party.
