On 6/25/2022 what was originally thought to be a 3 gallon release occurred at the austell tank farm from an above ground jet fuel filter vessel. At the time of the release there was heavy rain, but all product was thought to have been recovered. On 6/27/2022 additional heavy rains overfilled kinder morgan's ppl (se) austell tank farm water retention pond causing a water & jet fuel mix to be released off the facility grounds. The water & jet fuel mixture entered a nearby creek and migrated to a private pond located at 2773 trail creek circle, lithia springs, ga 30122 in douglas county (lat 33.755061, lon -84.665357) where the product was contained. Due to the water being released offsite into the nearby creek and pond, the national response center was notified (nrc#1339939) as well as georgia epd, usepa region 4, and ga fish and wildlife. The incoming and outgoing pipelines were shut down and kinder morgan ppl (se) contract osro's were notified and the ppl se oil spill response plan was implemented. Initial volume of jet fuel released was an estimated 43 barrels. An internal investigation later determined that the initial release on 6/25/2022 was the origination of the release that was found on 6/27/2022. The investigation is still ongoing to determine the specific component that failed. This information will be updated on a supplemental and final 7000.1 as well as updated costs of remediation. Update 12/20/2022 - an internal investigation concluded the failed component was an o-ring which was not installed properly into the groove of a filter vessel and was pinched by the vessel closure door. A new o-ring was installed. The total costs for remediation listed in part d includes an estimated $200k for future remediation costs, therefore the continuation of supplemental report filings in the future will not provide any essential information which will be critically different than that contained in this supplemental and final report.

Narrative
