06/22/2022- an aerial patrol pilot notified kinder morgan crude and condensate operations personnel of a stain on the row on the intrastate 30 inch kmcc dewitt to oti line near the city of edna in jackson county, texas at approximately 11:30 cst. Operations dispatched personnel to the site and they confirmed a crude oil release at 12:15pm cst. The pipeline was already on a scheduled shutdown at the time of the reported staining. Based on initial estimate of a crude oil release greater than 5 gallons, a telephonic notification was made to the railroad commission of texas's emergency line. Additional calls to 911, kinder morgan contract osro's were also made and the kmcc emergency response plan was implemented. When local operations anticipated cost of repair to exceed $50k, a call was made to the national response center at 2130 on 6/22/2022 (nrc#1339540). The source of the release was identified as a crack on the pipeline. The failed section of pipe was cut out and replaced. The failed section was sent off for a metallurgical analysis to determine the root cause failure. The root cause and updated property damage costs will be provided in a future supplemental and final 7000.1 report. Update 09/2/2022 metallurgical analysis concluded the crack started at a location where the welder stopped and restarted during initial construction in 1952. The crack expanded from that spot over time due to cyclical stresses. . It is assumed that in 1952 no x-ray took place that potentially could have identified a crack that resulted in a failure 70 years after construction was completed.
