Narrative
On june 20 at appx. 0640 mdt, a legacy sinclair controller notified legacy sinclair operating personnel of a potential issue on the 10" casper to sinclair line (primarily based off over/short report). The controller immediately dispatched personnel to sanford station who arrived on-site at appx. 0740 mdt. Once on-site local personnel did identify that a crude release had occurred but, did not yet have estimated quantity. Shortly thereafter (appx. 0745 mdt), the legacy sinclair control room was contacted back and directed to shut down the line. Additional resources were also dispatched around the same time. At appx. 0754 mdt, it was confirmed that a release of crude (meeting accident reporting criteria) had occurred. Immediate notifications were subsequently made to the hep control center and regulatory division. Additional, internal response resources arrived on-scene at appx. 0845 to contain the spilled product and build out earthen berms for recovery operations. An ~ 500 bbls was released, however, as of current ,~250 bbls has been recovered. The apparent cause of this incident is was due to a failed fitting on the bearing cooling tubing of a pump at sanford station (potentially due to improper installation by the manufacturer). *a note, while the pipeline was restarted same day (see part a); the pump associated with the release was not restarted until 6/23/2022 at appx. 1130 mdt.
