Approximately 12.9 barrels of crude oil were released from sump 307 at pecos station. The date and time of the release (part a q4) is indicative of the earliest possible date/time the release could have started based on when plains operators were notified of a high sump alarm. Prior to discovery of the release, plains had responded to a power outage caused by wildlife at pecos station. Upon returning power to the station for normal operation, the valves moved to the closed position (as programmed by a previous operator) unbeknown to plains, resulting in a buildup of pressure, opening of a facility relief valve, and overflow of the sump. To prevent future releases, plains employees reprogrammed the facility valves to maintain their alignment upon loss and restoration of power.
