On june 27, 2022 at 21:15 hrs. Mt, the mpl control room was completing routine camera checks of the ft. Laramie station and noticed a crude oil release that was entirely contained within the station near pump unit #1. Immediate actions were taken by the controller to shut down the wamsutter-ft. Laramie 8-inch pipeline and to notify local operations. Local operations personnel immediately dispatched to the station, arriving on june 28th at 1:00 hrs. Mt. Upon arrival, mpl operations confirmed the release and took actions to clean it up. A failed stud on the valve cylinder cap of the pump was identified as the source of the leak. It was determined that the stud failed because it had been manufactured out of round by 15 thousandths of an inch, an indication that the stud had been over-torqued during the manufacturing process. Mpl worked with the manufacturer to ensure that appropriate actions were taken to replace the faulty studs. Once the studs were replaced and it was determined that the pump had been adequately repaired, the pipeline was restarted on july 1, 2022 at 18:33 hrs mt. August 9, 2022 update - no additional changes, report is submitted as final.
