On 6/16/2022 at 08:49 ct, a 3rd party contacted local operations about bubbles observed in a farming field near the east leg mainline. Enterprise technician arrived onsite at 09:05 ct and contacted houston control center to shut down the pipeline. On 6/17/2022 at 08:35 ct, it was determined that the estimated repair costs would exceed the $50,000 reporting threshold for nrc notification. Excavation revealed a leaking o-ring from a completion plug on a stopple spilt tee. The stopple was cut out and a 20.2 feet of pipe was replaced. Approximately 1 gallon of propane leaked from the pipeline, and 26 barrels were flared prior to the nitrogen purge allowing for repairs. The pipeline was returned to service on 6/20/2022 at 09:20 ct. Initial call to nrc was made on 06/17/2022 at 09:12 ct (nrc# 1339016). The call was made based on repair cost estimates exceeding $50,000. 48hr update call to nrc was made on 06/18/2022 (nrc# 1339169). The update provided a product release amount of 1 gallon of propane and estimated damages of $100,000.
