On 10/07/22 at approximately 11:04am while field personnel were flying back from duties at another location, they spotted bubbles on the sea surface with no sheen in close proximity to one of our pipelines (high point gas gathering (hpgg), sp160 bsee 4283). At that time control center did not see a pressure drop. A call was placed to the nrc at 6:12pm on 10/07/22 (nrc# 1349308) to report an unknown release as well to the coast guard to issue a broadcast warning to all marine traffic. Third coast hpgg shut in production and isolated the lateral to stabilize and monitor the pressure. Third coast also contracted a vessel to be at the release site to monitor and keep traffic at a safe distance. On 10/8/22 after the pressure settled due to production and receiving shutting down; a slow pressure drop was observed. It was determined that the release was coming from our pipeline. On 10/08/22 at 6:54pm a call was placed to the nrc (nrc# 1349385) to take ownership of the release and update with known information. Hpgg kept the lateral isolated from the mainline upstream; downstream of the release was blinded. Control center had production maintain flow in the line to keep a 150psi to 200psi on the line to prevent water entering until repairs could be made. On 10/10/22 at 2:40pm a 48hr call was placed to the nrc (nrc# 1349499) to update with new information. Due to availability, a dive boat could not arrive on location until 10/16/22 to locate the release. Divers located the release and confirmed that it was coming from the sp160 lateral. Due to weather, the dive boat had to return to the dock. On 10/20/22 the dive boat was back on location diving and making the repair. On 10/23/22 at 2:46am the repair was made with a clamp and the release stopped. Approximately 4.983 million cubic feet of natural gas was released. The divers then moved upstream isolating the pipeline via a subsea valve sets from the producer. The sp160 lateral will be purged of hydrocarbons and kept isolated.
