Narrative
While compressing in normal operations a 10-inch station blowdown unexpectedly opened without a corresponding shutdown from the emergency shutdown (esd) / emergency blowdown (ebd) systems. Operations then manually initiated an esd, however, one side-gate valve failed to close, and gas continued to release from the 10-inch blowdown. Operations then attempted to manually close the side-gate valve but were unsuccessful. Operations was able to isolate the station by closing an upstream valve located approximately six miles away, 23 minutes after the initial blowdown opened. That particular valve is out of service pending a controls specs study. Locked the isolation valve below and left it out of service.
