Narrative
A emergency locate request was sent in from summit utilities at approximately (15:45) on august 16, 2022. Our operations technician responded to the scene at (16:15) and discovered a gas reading of 3% lel in the atmosphere....More technicians arrived and began bar hole testing which revealed readings as high as 50% gas. The pipeline (bm-21) is in the vicinity of 2 duplexes and runs under 2 concrete driveways to these duplexes; the suspected leak was under one of these concrete driveways. The decision was made to evacuate the residents of the 2 duplexes as a precaution; this decision was made at approximately 18:40 on august 16, 2022. After evacuating the residents, operations personnel formed a perimeter and monitored gas levels while waiting for equipment to arrive to isolate and blow down the affected pipeline segment. Operations isolated 8,661' of pipe by placing a stopple plug in a stopple fitting located at line plus 540+95 and by closing block valve 43120 at greenbrier town boarder station located at line plus 627+56; the line was blown flat at 22:50 on august 16, 2022. Contractors mobilized to the site on the morning of august 17, 2022....After heavy rain moved out of the area, the contractors began removing both concrete driveways. The pipe was uncovered on the afternoon (august 17th) and a small pinhole leak was discovered in a girth weld. The pipe was cutout and 44' of 0.237: wt, 4.5" dia, x52 grade pipe was installed in its place. The pipe was purged and loaded and then brought back into service on the morning of august 18th, 2022.
