Narrative
7/23/22, sea robin gas control received notification of a sheen in the ei 330 block area. The third-party producer who observed the sheen notified the nrc and those who have lines in the area. 7/24/22, et made an overflight to confirm sheen. Findings were reported to the nrc at 17:36, nrc#1342409. 7/25/22, the producer who originally spotted the sheen has a dsv on contract and are in the process of investigating the source. They are just arriving in the field but will update US as they determine ownership. 7/26/22, the dsv shows the leak source is at a crossing between the sea robin west 8-inch line and a third party 6-inch line. Due to the limitations of the dsv that responded, they were unable to safely access the crossing to verify which line is at fault. The sea robin west 8-inch line is connected to the sea robin west 24-inch, which is currently in the process of depressurization due to the leaking fitting in smi128. That depressurization work will continue as will our attempts to locate a dsv with the needed capabilities. The nrc 48-hour update was made, and the report was updated with overflight findings. Nrc#1342624. 8/19/2022, we have been unable to source a dsv to respond to our incidents. The responsible party for this release is yet to be determined. 8/21/2022, energy transfer placed a call to the nrc to take ownership of the release and update responsible party to sea robin pipeline. Nrc# 1345136. Condensate found leaking from a pinhole leak at the 5 o'clock position. 8/22/2022, the repair clamp has been installed. Operations personnel beginning the pressurization of pipeline to perform leak checks at multiple stages. No leaks were observed by the divers or overflight personnel throughout each increase in pressure points. 8/23/22, the line was back to full pressure (equalized) at 16:39.
