A subcontractor for a third party contractor was boring to install fiber optic lines and bored through operator's 4 inch mainline, which was properly marked. Third party contractor acknowledged that their sub-contractor decided to do a portion of the job without being instructed to do so and failed to pothole, which created this excavation damage.
