On 2/27/22 at 6:20, energy transfer gas control called energy transfer (etc) operations technician to notify him of a station esd at the bryson facility. Etc operations technician arrived at the bryson facility at 7:05 and found the station blowdown actively releasing natural gas to atmosphere. Etc operations technician identified the valve that failed to close during the esd and at 7:09 he manually closed the valve to stop the release. The quantity of gas released was calculated and determined to be reportable at 08:20. Initial notification was made to the nrc (report # 1329823) at 8:50 on 2/27/22. The 48-hour update was made to nrc (report # 1329940) at 8:41 on 3/01/22. Further investigation indicated the versa valve on the control valve failed to operate, therefore the control valve failed to close and allowed the release of natural gas from 9166 bryson tap - bryson compressor station 16-inch pipeline. The reason for the esd was loss of instrument air pressure. The 9166 bryson tap - bryson compressor station 16-inch pipeline was idle at the time of the esd. The pipeline was not shutdown as it was not currently needed, however it was available to return to service when needed, at 11:50 on 2/27/22.
