At approximately 11:25 p.M. Ct on february 21, 2021, tetlp's 24-inch diameter line 11 transporting natural gas from joaquin compressor station to red river valve site ruptured near m.P. 247.268 in de soto parish louisiana, approximately 2.7 miles downstream of the joaquin compressor station. The rupture did not ignite. The line had minimal flow at the time of the incident (approximately 0.5 mscf/d). At 11:25 p.M. Ct gas control identified a rapidly decreasing discharge pressure at the joaquin compressor station. At 11:27 p.M. Ct gas control closed the joaquin compressor station valve. At 11:34 p.M. Gas control closes valve rcv-11-327 isolating the pipeline segment. Tetlp employees were dispatched to several other valves sites to further mitigate the line blowdown located at the sabine river (11-270) and the mansfield meter station (11-283). Tetlp initiated the notification to the nrc at 12:28 a.M. Ct on february 22, 2022, after receiving confirmed discovery of the pipeline failure and gathering the initial information to make the nrc notification. The apparent cause of the incident is under investigation and will be updated once the investigation is complete. Updated november 2, 2022. The apparent cause of the failure was determined to be 2nd party excavation damage caused during an integrity repair in the area completed in the fall of the previous year. Updated part g apparent cause, and updated estimated damage cost in part d.
