On january 23rd, 2022, pavonia compressor station (cs) was subject to an unintentional release of natural gas (material) resulting in material loss exceeding 3,000 mcf. Pavonia is a transmission cs is located in richland county, ohio that is operated and maintained by columbia gas transmission, llc (company), a tc energy entity. At 19:51 est, a company personnel received a notification from the public of a potential release of material at pavonia cs. Company operations personnel arrived on-site at 20:04 est where the unintended release of material was identified and isolated at 20:51 est. The preliminary material loss calculations were determined to be greater than 3,000 mcf, hence, the event was reported to the national response center (nrc). The preliminary assessment determined a small control air leakage on the blow-off valve and frost in the line caused the unintentional operation of the blow-off valve. An investigation was completed, and it was confirmed that moisture in the trigger airline freezing-off is the most likely casual factor for the unintentional opening of the blow-off valve. The trigger air system for blow-off valve is a stagnate system unless a leak allows flow in the trigger airlines. A leak in the system is the most probable cause as the leak would induce flow in the trigger system and allow pressure to dissipate once a blockage exist. Valve. The initial nrc report no.1327142 and the nrc 48-hour report no.1327254 have been called-in on january 23rd and january 25th respectively. Two recommendations were issued in order to avoid future re-occurrence from taking place at this cs. They were: I) check all above grade esd trigger air piping and connections for leaks, ii) add a project to install a moisture analyzer on the air dryer. The final report will be submitted after completion of the project. The dew point monitor has been installed and a station alarm has been added to alert operation if the dew point goes too high. This project was completed on september 18, 2023.
