Damaged line reported by 3rd party contractor (utility cable) for the intersection of cedar rd & waters rd in chesapeake va. Contractor was using hdd machine from the sw corner of intersection to the nw corner to install conduit from vault to vault. Contractor had valid ticket and locate contractor marked what they thought was the 8 inch steel main. Gis did not show an offset in roadway where the hdd machine struck the eight inch epoxy coated steel main in the street.
