A victaulic clamp on a 2-inch drain line connected to a strainer immediately upstream of meter m-1700 failed, resulting in a crude oil spill. A 1-inch drain line was opened to the sump during maintenance and was not closed after the maintenance was completed. Static pipeline pressure on the drain line caused a victaulic clamp to fail. The clamp failure is the origin of the spill.
