Narrative
Approximately 30 barrels of crude oil were released within facility boundaries from a 3" sump line at long beach station. The date and time of the release (06/12/2020 at 11:35) is indicative of the earliest possible time the release could have started, as it was the last time the station was inspected and confirmed no oil was being released. Field investigation indicates that the release occurred due to external corrosion, likely resulting from from galvanic processes at the granular level associated with corrosion under insulation (cui). To prevent future releases, plains replaced the failed section of pipe.
