Narrative
On 04/24/20 at 11:40, enterprise technician during station rounds discovered crude leaking on the ground from the bottom side of oth1 pipeline at the south manifold. The pipeline was isolated and a plidco clamp was installed. The pipeline was restored to its predefined level of service. Approximately 40 barrels was released inside the dike wall containment area. To prevent recurrence, this segment will be placed into quarterly dead leg flush program. All soil was remediated. Initial nrc call was made april 24, 2020 at 13:12 nrc# 1276009. The 48 hour update was placed april 26 at 10:56 nrc #1276115. Trrc was notified on 04/24/2020 at 12:11, incident # 2192.
