Narrative
On tuesday, april 7, 2020, at approximately 7:10 p.M., a wisconsin power and light company (wpl) pressure regulation station located on prairie avenue in beloit, wisconsin, was struck and damaged by a vehicle. Prairie avenue is a two-way non-divided road with a posted speed limit of 40 mph. The station is located approximately 35 feet east of the road and the stretch of road is straight. A 2008 ford f350 pickup truck traveling north on prairie avenue at a high rate of speed lost control, hit the curb, left the road and struck the station's traffic barrier and pressure regulation station. The truck subsequently overturned several times and ended up north of the pressure regulation station. As a result of the motor vehicle accident, the driver of the vehicle was fatally injured and another occupant was injured and transported to a local hospital. The police report notes that the driver was exceeding the speed limit and their speed was too fast for conditions. The damage from the vehicle caused leaks on the pressure regulating station piping. Wpl's customer service center (csc) was notified at approximately 7:16 p.M. By the 911 dispatch center of the incident. The csc employee notified wpl's distribution system operations (dso) of the accident at 7:21 p.M. Wpl field personnel were dispatched to the site at approximately 7:30 p.M. And arrived at the site at approximately 7:44 p.M. Wpl field personnel closed the station inlet valve and the station outlet valve at approximately 8:00 p.M. This shut off gas flow to the station and resulted in the loss of gas service to 111 customers. Wpl field personnel began shutting riser valves for the customers that lost service shortly after the flow of gas to the station was stopped. Repairs to the regulation station started shortly before midnight and were completed by approximately 6:00 a.M. On april 8, 2020. The restoration of gas service to customers started at approximately 8:00 a.M. On april 8, 2020. At the time of the incident, the pressure regulation facility at prairie avenue and e. Inman parkway was operating at: 105 psig inlet pressure (115 psig maop) and 54 psig outlet pressure (60 psig maop). Note: the fatality to the driver and hospitalization of the passenger were a result of injuries sustained during the motor vehicle accident. They were not related to the release of natural gas from the damaged pressure regulation station.
