On november 13, 2019, at approximately 11:30, all motor operated valves (movs) and emergency shutdown devices (esds) associated with the 5000 area at buckeye texas processing (btp) closed. At approximately 11:31, buckeye personnel discovered that a pressure relief valve (prv) on a coalescer began venting to atmosphere. After immediately contacting the control center to determine which bullet tank to route product to, the buckeye employee opened the appropriate tank inlet valves which stopped the propane release to the atmosphere. It has been concluded that the movs and esds associated with the 5000 area closed due to the loss of communications. The loss of communications has been attributed to a network switch going bad. The network switch has been replaced and the pipeline was put back into service on november 13, 2019 at approximately 20:20.
