Narrative
On 9/14/18 a contractor doing site development work to construct a new heb (grocery store) damaged our 4" driscopipe (pe) facilities with a trackhoe and resulted in our facilities being cut in half. This damage caused a loss of service to 1673 customers due to the fact this was a one way feed. The property damage total was $5,484.65 which included a replacement of 3' of 4" pe. The service restoration labor cost was the most significant contributor to the cost and exceeded the $50,000 reportable threshold. Labor costs were high due to the fact that the incident occurred on friday and the service restoration continued throughout the weekend. In addition, personnel from other operating areas assisted with the service restoration. During an internal audit of texas gas service records it was determined that this event was over $50,000 which is the reportable threshold. After confirmation that the expenditures were applicable towards the reporting requirements on 6/27/19 the incident was reported timely to PHMSA and the railroad commission of texas.
