Release occurred when a contractor was attempting to energize building #8 and mistakenly tripped the power to building #7. The contractor realized he flipped the wrong switch, and immediately flipped the power back on, however the pipeline was already shutting down. So, when the mainline shut in, it relieved into the station's relief line. As the oil surged into the relief line, the relief valve received pressure on the backside of the valve, causing oil to leak from the inspection port on the valve.
