On november 4, 2017, at approximately 11:00 am local time, an operator noticed residual oil at the halliday block valve location. The operator reported it to his supervisor. The operator was on site to conduct alarm testing. As the operator continued to conduct his work, he noticed that an auxiliary valve on top of the 16 inch mainline began to leak in the same area as the residual oil. The pumps were shut down when the operator observed the leaking valve. Upon investigation, the auxiliary valve was found to contain ice. The ice had caused the valve body to separate. This resulted in a leak releasing approximately 7 gallons of crude oil to the ground. There were no injuries or ignitions. The valve has been replaced, and the oil has been cleaned up.
