Narrative
Please note, a gas transmission PHMSA 7100 was submitted on 11/8/17 (pg&e incident no. 20170101-17485 ). The incident was initially reported based on the information available at the time in accordance with 191.15. Upon subsequent investigation, it was determined that no transmission lines failed during this incident and as such, it should be reported a gas distribution incident report. Summary: in the early morning hours of october 9, 2017, multiple wildfires were reported as part of the october 2017 northern california wildfires. Pg&e first received notification of possible gas pipeline involvement at 0729 hours when it received notification of gas ignitions near 8537 and 8531 sonoma highway in the city of kenwood, sonoma county. Pg&e's gas service representative (gsr) arrived on-site at 0810 hours and observed gas had ignited from the riser after the meter had melted away. This service riser is fed from a high pressure regulator (hpr) off of distribution feeder main (dfm) 1305-01, which is fed from transmission line l-21 line series. On 10/9/17 at 1011 hours this gas release incident was reported to the DOT (1192712) and cpuc (171009-8550). Per 191.5(c), pg&e provided an update to the DOT (1192859) on 10/10/17. Following the initial notification described above, pg&e received other reports of hprs and customer meter sets/risers in multiple northern california locations affected by the wildfires. In response, pg&e activated the local oec, gec and eoc per the company's gas emergency response plan. Pg&e crews were deployed to assess, make-safe, and if possible, repair gas facilities. On 10/9/17, at 2011 hours, l-21e was isolated and gas was vented. It was determined that the gas releases met the criteria of a reportable incident under both the DOT criteria of release of gas with property damage in excess of $50,000, as well as the cpuc criteria of both property damage and having attracted public attention. There are no reports of injuries or fatalities associated with pg&e gas facilities. In total, approximately 42,500 gas customers were isolated in the areas impacted by the october 2017 northern california wildfires. On 10/12/17, at 1700 hours, l-21e was restored. By 10/19/17, all affected customers whose property could accept gas service were restored or had received at least one attempted relight. Estimated damage cost calculations are ongoing due to the large scale nature of the wildfires and total company costs are not known at this time. The numbers provided herein are for estimation purposes only and are the best estimate at the time of completing this report. Note: the data fields (service address, pipe vintage, size, material, etc.) in the accompanying report refer to the gas assets at the location of the first reported gas-related
