During pigging operations a leaking thermal relief valve was discovered when an technician arrived on site. It was releasing to the plant flare in the plant yard and the thermal relief valve had a 2" ice ball. The thermal relief valve on the meter skid was isolated immediately and replaced with an onsite spare within a few hours of the incident. The pipeline was never shutdown.
