Narrative
On 6/3/2016 at 03:30 cst a km operator identified an open block and bleed valve which released 15 gallons of product into to containment. Due to rainfall, 16 oz of product discharged into the houston ship channel. The valves were shut off, the bleeder valves were closed and the line was restarted. The product in the channel was absorbed using absorbent sponges and remaining product and rain water was removed with a vacuum truck.
