While locating underground telecommunications utility lines for another company, a third-party contractor inserted a 3/8" grounding rod into the soil and punctured a 5/8" service line. At 9:18a.M., the locating company notified nicor gas of the damage to the service line. A company emergency responder was immediately dispatched to the scene. While the emergency responder was en route, the fire department notified nicor gas of an explosion at the same apartment complex where the locating company called to report damage to the service line. Natural gas from the damaged service line migrated into the structure which led to the subsequent explosion.
