At 9/23/2015 14:00, local buckeye operations personnel were performing a pressure test on a repaired pipeline in springfield ma, on the section of line 915 right of way between agnew junction and ati delivery facility. The purpose of this pressure test was for verification of the repair of nrc incident 1127403. Unsatisfactory pressure test results prompted an investigation, which led to the discovery of this release. The pipeline was not running at the time of discovery. It has been estimated that approximately 2.9 barrels of transmix was released, and 2.9 barrels has been recovered. All free product has been recovered, and all effected stones/soil has been removed. No further remediation is necessary. There were no injuries. An investigation into the root cause is on-going. Update on 09/06/2016: the metallurgical cause of the through-wall leak was external pitting corrosion in an area where the pipe coating had failed.
