Narrative
During local check out of equipment, a facility technician opened the tank valve on tank 1221. A contractor was working on the line downstream of the tank valve and had a flange unbolted. When the valve was opened on tank 1221, product entered the piping and flowed to the flange being worked on, causing the release. The technician was notified by contractors in the area of the release and the tank valve was closed. The spilled crude was picked using an onsite vacuum truck and absorbent pads. After cleanup, microblaze was sprayed on all affected areas.
