Etc/regency field service employee thought he was blocking their gathering 12 in. Line and blowing it down for repairs but instead he blocked in the etc/oasis 36 in. Mainline at mlv-19 and opened the 10 in. Blowdown by mistake. This occurred in an intrastate pipeline and was reported to the railroad commission of texas, report number 1275
