Excavator hit correctly marked plastic 6-inch gas main while excavating hillside. Excavator had not called for locates and was digging on another excavator's marks. Excavator failed to pot-hole marked utility, failed to use non-mechanized equipment within 18-inches of a marked utility, and failed to contact facility owner for inspector.
