Narrative
At approximately 08:49 on october 2, 2014 cushing control center personnel noticed a strong odor of crude in the control center parking lot located within the central terminal just north of tank 2207. At 08:55, after further investigation, it was discovered that the trunk line from tank 2207 had experienced a failure and released product from a portion of the line that is above grade. Subsequently the tank valve was closed and suction applied to line to evacuate. The product flowed to a small collection pond approximately 50ft away. At 10:06 cushing compliance group notified the nrc (report 1097143) and reported that an estimated 7 barrels had been released. At 10:30 cushing terminal spill team arrived on site and started cleanup process. At 11:00 the estimated volume of release was revised to 8.9 barrels. The cushing control center reviewed the previous 24 hours of operation to confirm that there were no operating errors that could have added to the initiation of the release. In addition, the review showed that there were no abnormal operations that would have affected that line. A failure analysis confirmed the release was the result of microbiologically influenced internal corrosion at the 6:00 o'clock positon.
