Contractor at hobbs facility noticed crude on the ground above a tank line going to the booster pump. Line was isolated and excavated to expose leak. Nrc notification was made within minutes of knowledge the cost would exceed 50,000. The tank line has been purged of hydrocarbons, capped on each end, and abandoned in place.
