Approximately 3 bbls of crude oil were released while delivering to sunoco, due to malfunction of sunoco's valve that did not open as indicated per their scada data. The line pressured up, causing the thermal relief valve to open and relieve oil into plains sump and the sump to overfill. Plains immediately shut down the line and proceeded to investigate the cause of the release. Supplemental narrative: part g has been updated from 'incorrect operation' to 'equipment failure' as this was a third party valve, which failed to open.
