Narrative
On april 2, 2014, a technician was filling the sump at zephyr station in order to complete DOT calibrations and checks on the sump alarms. The sump tank became overfilled when the ball valve the technician was using to fill the sump malfunctioned and was unable to be closed to stop the flow of crude to the sump. The pipeline was shut down. The malfunctioning valve was subsequently removed and replaced and the mainline was restarted. Through investigation and examination of the removed faulty ball valve; it was found that the internal seal of the ball valve broke and became lodged in the body of the valve, preventing it from fully closing. All contaminated soil was removed from the area and remediated on site.
