Contractor hired by water company to repair a broken water main at 25th and holmes was using the bucket of their backhoe to test the stability of the undermined pavement; a piece of broken out flowable fill from under the washed out street fell down in the hole hitting and cracking the exposed 8" cast iron gas main causing it to leak. Contractor started this work before the mge inspector had arrived at the jobsite.
