Narrative
Contractor crew was placing new district regulator (drs) for the city of goodhue. This was a one way feed. The crew was turning on the new drs by turning the valve on part way. The gauge was being monitored and the pressure dropped 5lbs and held there. Then they squeezed off the bypass, pressure was holding. Crew member was told to turn the inlet valve all the way on. In doing so, the crew member turned the valve the wrong way and shot the valve off instead of opening it all the way. Crew left a few hours later with the line holding the pressure. The line pack was used overnight and ended up the town of goodhue, mn was without gas.
