Enterprise employee noticed oil on the ground at withers pump station the morning of september 9th. Notification was made to compliance and environmental. Leak source was undetermined while excavation was occurring and when the costs were determined to exceed the $50,000 threshold a decision to call the nrc was made. Leak occurred on a 10 inch line totally contained inside facility.
