Narrative
Technicians had completed proving the coffeyville red line meter at the coffeyville station and isolated the prover from the pipeline to begin blowing down diesel from the portable prover. A connection was made to the station blow down line that leads to the environmental tank. The technician noticed the blow down operation was not normal and performed a walk down of the area. During the walk down, the technician discovered discolored soil. It was determined that the connection was made to an abandoned line that leads to an environmental tank that was removed. The contaminated soil was then exacavated to be disposed.
