Narrative
The incident occurred while an operator was filling the prover at the osage meter station. The drain valve on the prover ( 4" general twin seal) indicated that it was in the closed position. When filling the prover, the operator noticed the sump level rapidly increasing. The operator initially reacted by closing the incoming valve and attempting to start the sump pump. However, the sump pump was unable to prime, preventing any product from being pumped out of the sump. The sump eventually overfilled and released approximately one bbl. The operator than closed the air bleeder valve on the prover which created a vacuum and thus prevented any additional product from draining to the sump from the prover. The faulty valve was replaced with a new one. The impacted soil was remediated in accordance wioth company and state standards.
