Narrative
While commissioning the station piping at pecos station, a leak was found on the relief system. Shortly after opening the block valve to the relief system the technician noticed oil coming from an 8" blind flange. The 8" blind flange is a tie-in point for the future 80,000 bbl tank. It was discovered that a gasket had not been installed on the blind flange. Gasket was installed and upstream valve reopened.

Narrative
While commissioning the station piping at pecos station, a leak was found on the relief system.
