Release Occurred At The Point Where A Support On The Spiral Stairway Is Connected To The Tank Wall. The Weld On A Support Brace Was Tied Into The External Corner Weld Of The Tank Shell. The Tank Shell Settled, But The Concrete Pad Under The Stairway Remained At The Same Elevation. Due To Settlement Of The Tank, The Lowest Support Of The Stairway Contacted The Back Of The Pad. The Pad Pushed The Support Up While The Settlement Pulled Down On The Tank Shell, Causing A Crack Iin The Shell.
