On the morning of 8-27-2012 the bartisville control center notified the on-call technician that upon startup of unit 1 at utica pump station a seal fail alarm was received. The local technician responded to the site and found that 15 gallons of crude oil was released to secondary containment (pump foundation). Updated per blaine keener e-mail due to changes in PHMSA reporting form.
