Communication was established between shipping operator and receiving pipeline system operator. Oil shipping in pipeline was manually started at approximately 05:45. At approximately 06:15 operator saw oil on ground at entrance to facility. Operator immediately shut off shipping system. Then operator installed absorbent pads and material to contain leak. Operator then called foreman and informed him of the leak.
