Narrative
A dixie pipeline technician was called out for I&e work at the erwinville station and when he arrived at the station he noticed propane venting from the station flare. Upon investigation it was discovered that a 1/4" valve on the sample system was left in the open position feeding into the station flare piping. An internal review was conducted and estimates were made on the length of time the valve was left open. Based upon that estimate it was calculated the volume of product that escaped was estimated at 4.3 bbls. There were no injuries, no fatalities, no damages, and no road closures. 4/3/2013 update: completed part e 5f per PHMSA request.
