Release discovered by air patrol. Located inside the pump station between the tankage and the suction side of the pump. Air patrol contacted row personnel, who contacted local personnel working at station. Local personnel contacted the control center and the pipeline station was shutdown. Determined to be external corrosion under insulated and disbonded coating. Repaired by full encirclement sleeve. Recoated and insulated. 3/13/2013 - updated e5f per request by PHMSA.
