Operator opened small sample line valve to sample inbound receipt. There was no flow due to the line being temporarily shut down. The operator left area to perform other duties but neglected to close the sample line valve. The inbound receipt started up while the operator was away and product flowed out of the sample line into a collection tube and then the collection tub overflowed prior to another employee discovering the problem who then closed the valve and alerted the control room.
